It shall be unlawful for any person to post, paste, tack or in any manner to attach
any circular, notice, picture, sign, card, advertisement or any other document in
printing or any writing to any telegraph, telephone or electric light pole, or to
any tree in any public place within the city, or on the railing to any bridge or sidewalk
within the city.
